Chrome Dokuro is actually a young girl by the name of Nagi. Her age isn't known exactly, but what we do know is that she was practically "useless" in the eyes of her parents. While in the emergency room, her parents are ruthlessly discussing how much of a burden it is to take care of her. Her mother is scornful of Nagi's life and doesn't seem to care if Nagi dies.. and nor does her father. Nagi seemed like the shy, quiet, reserved girl who got in trouble often for nothing and it seems like she's the type to step all over.
While laying in her deathbed, Nagi did not care. She was actually more than relieved to find out that her life was ending - the misery of being alone could finally be put to rest. That is until Mukuro comes along into her dreams - he appears as an illusion to her, calling out to her.
"You and I may be alike. Nagi, I need you. - Mukuro
Mukuro offers up his hand and not knowing what she was really doing, Nagi takes it. She then becomes Chrome Dokuro.
There's a similarity between Mukuro and Nagi - for one thing, they were both children of suffering. Both of them have a similar experience of being shunned off by parents and thrown to the wayside, whether their lives were in danger or they were healthy was not of the parents' concern. As children, both were actually similar in attitude and personality. Quiet, reserved, different (shunned by others), and misunderstood. In my opinion, he couldn't have picked a better person to use to look after Ken and Chikusa as well as participate as Guardian of the Mist.
